The Clusters4Health project, funded by the European Single Market Programme (SMP), is a collaborative initiative involving six European clusters, two Ukrainian clusters, and one Norwegian partner. Its goal is to foster business collaboration between the EU and Ukraine to strengthen the Ukrainian healthcare system, which has been severely affected by the war. Over a period of 24 months, it will implement strategic actions to enhance the system’s resilience and competitiveness, with the broader objective of reducing the technological gap and modernizing the country’s healthcare ecosystem by 2027.

The project’s main objectives are:

  • Improve the resilience and competitiveness of the Ukrainian healthcare system, through the analysis of conflict-affected value chains and the update of medical cluster strategies.

  • Strengthen the capacities of Ukrainian medical clusters by means of a virtual collaboration hub, the European Ukrainian Clusters Accelerator Lab, and by organizing trainings, mentoring sessions, and mobility schemes to promote innovation and cooperation.

  • Boost the growth of Ukrainian health-tech startups with an acceleration program, matchmaking and pitching events, and connections with investors to facilitate access to funding and resources.

  • Promote the creation of collaborative projects between the EU and Ukraine, through a joint roadmap, five ideathons, and the development of a shared project portfolio.

  • Reduce the technological gap between Ukraine and Europe, by aligning Ukrainian clusters with the latest innovations, rebuilding industrial innovation networks, and encouraging the adoption of new technologies.
